Attributes must have both a category and a value (description) in order for the record to be created.  Note that an Individual Relationship Attributes mapping will create an attribute on the Individual Relationship. To create a Constituent Attribute on a Constituent being created or updated via an Individual Relationships import, you will need to add a Constituent Attribute and link it to the secondary Constituent mapped as the Individual Relationship.
